児童憲章 1951年（昭和26年）5月5日発行 1951年（昭和26年）５月、郵政省は、政府による「児童憲章」制定を記念して切手を発行した。児童憲章は、日本国憲法に基づき、児童に対する正しい観念を確立し、児童の幸福を図るために定められた児童の権利宣言である。1951年(昭和26)5月5日、関係者が児童憲章制定会議に参集して、3つの基本綱領と12条の児童憲章を制定した。
