Children's Charter Issued on May 5, 1951 (Showa 26) In May 1951 (Showa 26), the Ministry of Posts and Telecommunications issued stamps to commemorate the government's enactment of the "Children's Charter." The Convention on the Rights of the Child is a declaration of the rights of children, which is based on the Constitution of Japan and is established to establish a correct idea for children and to promote their well-being. On May 5, 1951 (Showa 26), the people concerned gathered at the Children's Charter Enactment Conference and enacted three basic principles and Article 12 Children's Charter.
