歴史的背景

1989年に昭和天皇が崩御され、平成時代が始まった。日本はバブル経済の最終期にあり、この年、中国では天安門事件が起こり、11月にはベルリンの壁が崩壊した。これにより米ソ両国でマルタ会談が行われ、米ソ冷戦は終結した。その後、日本は不動産バブルが崩壊し始め、株式市場もピークに達した。その後日本は１９９０年代になると、長期デフレ且つ超低金利時代へと突入することになった。その後３０年、日本は低成長（安定成長期）となった。平成時代は戦争がなく、好景気ではなかったが安定した時代だったといえる。世界を見ると、平成時代はグローバル化が進み、アメリカはレーガノミクス（規制緩和）による経済再建に成功した。
平成時代の切手は、１９８９年の消費税導入により、額面に消費税を加算した切手が発行された。また、郵政省は普通切手の図案を統一する目的で、日本の自然をテーマにした切手を発行した。これらの切手は、１０００円切手（松に鷹）を除き、全てグラビア版の電子製版で製造された。２００７年以降は、日本郵政公社が郵政事業を承継したため、切手の発行も移管された。

As a result, the Malta Summit was held between the United States and the Soviet Union, and the Cold War between the United States and the Soviet Union ended. After that, Japan’s real estate bubble began to burst and the stock market peaked. After that, in the 1990s, Japan entered an era of long-term deflation and ultra-low interest rates. Thirty years after that, Japan became low-growth (stable growth period). It can be said that the Heisei era was a stable era, although there was no war and the economy was not booming. Looking at the world, globalization progressed in the Heisei era, and the United States succeeded in rebuilding the economy through reaganomics (deregulation). With the introduction of the consumption tax in 1989, stamps of the Heisei era were issued with the consumption tax added to the face value. In addition, the Ministry of Posts and Telecommunications issued stamps with the theme of nature in Japan for the purpose of unifying the designs of definitive stamps. All of these stamps were manufactured by electronic plate making of the gravure version, except for the 1000 yen stamp (pine and hawk). Since 2007, Japan Post has taken over the postal business, so the issuance of stamps has also been transferred.
