1988年（昭和63）、日本はプラザ合意後のバブル景気に沸いていた。当時の竹下登総理大臣が、増大した税収活用のひとつとして「ふるさと創生事業」による地方経済活性化を全国的に推進した。

　1989年になると、昭和から平成に時代が変わり、地方活性化のための地方交付税事業が全国展開された。その時期に、「ふるさと切手」は誕生した。当初は「地方切手」の名称で1989年4月から発行が開始された。1990年4月に、日本郵趣協会の提言で、「ふるさと切手」と命名された。当初は全国の郵政局ごとにテーマが企画され、その管内発売だったが、実際は東京中央郵便局はじめ、全国主要郵便局で発売された。
　郵政省の報道資料では、1990年3月1日発行の北海道版「第2回アジア冬季競技大会」迄は「地方切手」、同年4月18日発行の富山版「立山・称名滝」以後は「ふるさと切手」と表記されている。2007年までは発売地域を限定されていたが、2008年以降は全国発売されている。ふるさと切手の発売地域は限定されていた。なお、最初に発行されたのは1989年4月1日のことで、長野県版「お猿の温泉」と山形県版「サクランボ」だった。

　ふるさと切手はふるさとに関するテーマで発行されることから特殊切手の性格もあったが、ふるさと切手には地方博覧会を記念する切手も記念切手と同様なものもあった。また好評なふるさと切手については増刷される場合もあり、その点では普通切手の性格があった。そのため、ふるさと切手は特別な位置づけにあるといえる。また額面も発行時の葉書料金用と定型内封書基本料金に相当するものしか発行されたことが無い。題材として各地の著名な観光地や祭り特産品の果物や花といった特殊切手のようなものがある反面、地方博覧会や国民体育大会や全国植樹祭といったイベントを題材とした記念切手もあった。また、切手図案作成者も本局のデザイナーではなく地方郵政局の手配した個人による図案を元に切手にしたものも多かった。

　ふるさと切手発行数は、1989年4月から2003年の郵政民営化までを集計すると、47都道府県の発行別で584種、小型シート18種、切手帳ペーン216種、オリジナル連刷シート2種となる。2003年、郵政公社移行の後、連刷シート等は大幅増加した。ここでは、郵政省時代の1989年から2003年迄のふるさと切手を掲載している。
