In 1875 (Meiji 8), the Ministry of Finance's banknote dormitory (finance and currency) proposed to the station dormitory (postal business). Specifically, they categorized the cost of making stamps in proportion to their face value, and they suggested that the size of stamps be the same, from low-priced stamps to high-priced stamps.
According to this, for the convenience of the original version, 1 sen and 4 sen without a Syllabics were manufactured and issued without Syllabics , and at the same time, above 7 types from half sen to 30 sen were manufactured and issued with Syllabics .
