In 1872 (Meiji 5), response to the rising demand for postal services, the government commissioned landowners and celebrities across the country to open third-class post office. In July of the same year, a new design stamp was issued to replace the dragon stamp. Cherry blossoms were designed in the four corners with one-color printing, and ten, twenty, and thirty sen were issued for the use of overseas communication, and Roman letters (Sen) were added to the design.
