There is a description that Emperor Tenmu started to select a new city in the 5th year of Emperor Tenmu (676) in "Nihon Shoki" and continued to cruise to "Kyoshi". From these, the theory that the construction of Fujiwara-kyo was gradually advanced from the time of Emperor Tenmu is predominant. The construction work, which had once failed after the death of Emperor Tenmu, was resumed in the 4th year of Jito (690), and 4 years later, in 694, the capital was moved from Asuka Kiyomihara Palace, and Fujiwara-kyo was established. The stamp was issued in commemoration of 1300th anniversary of the transfer of capital to Kyo Fujiwara, and is designed with "Fujiwara Palace Tile" and Saburo Okada's "Remembering the Old Times".
