The census is a 100% survey of all households in order to clarify the population, household structure, and employment status of the country. In Japan, the Ministry of Internal Affairs and Communications implements it every five years. The first survey was conducted in 1920 (Taisho 9). As for the implementation cycle, a large- scale survey is conducted in the year when the end of the year is 0, and a simple survey with few survey items is conducted in the year 5. According to the 1995 census, the total population of Japan was 122.5 million as of October 1, 1995, an increase of 1.96 million or 1.6% from the previous census. However, it has been decreasing since then.
