国際地震サミット 1991年（平成3年）10月8日 発行 世界地震工学会議（WCEE）の防災研究と活動は、1990年1月から「国際防災の10年（IDNDR）」として進化した。地震国である日本は、世界に先駆けて地震・災害対策の研究に取り組み、1991年10月、東京で東京都と国土庁が地震サミットを開催した。切手はこの会議を記念して発行され、「葛飾北斎の赤富士と地震波形」がデザインされている。

The World Earthquake Engineering Council (WCEE) disaster risk reduction research and activities have evolved as the "International Decade for Natural Disaster Reduction (IDNDR)" since January 1990. Japan, an earthquake-prone country, was the first in the world to engage in research on earthquake and disaster countermeasures, and in the fall of 1991, the Tokyo Metropolitan Government and the Land Agency held an earthquake summit in Tokyo. Stamp was issued in commemoration of this conference, and "Akafuji and Seismic Waveform of Katsushika Hokusai" was designed.
