The World Earthquake Engineering Council (WCEE) disaster risk reduction research and activities have evolved as the "International Decade for Natural Disaster Reduction (IDNDR)" since January 1990. Japan, an earthquake-prone country, was the first in the world to engage in research on earthquake and disaster countermeasures, and in the fall of 1991, the Tokyo Metropolitan Government and the Land Agency held an earthquake summit in Tokyo. Stamp was issued in commemoration of this conference, and "Akafuji and Seismic Waveform of Katsushika Hokusai" was designed.
