近代河川制度100年 1996 (平成8年) 7月 5日発行
1896年 (明治29) 、旧河川法が制定された。その当時は利水より河川管理に重点が置かれた。戦後の経済発展に伴い、水力発電、工業用水等の河川利用が急速に増大し、特定多目的ダム法、水資源開発促進法等が整備されてきた。河川についても、治水、利水の役割だけでなく、貴重な水と緑の空間として生物の多様な生息・生育環境を形成するものとして、その役割が大きく見直されている。切手は、河川制度100年を記念して発行され、「奥入瀬 (おいらせ) 渓谷」がデザインされている。

The stamp is issued in commemoration of the 100th anniversary of the river system, and the "Oirase Valley" is designed.
