International Letter Writing Week Issued on October 7, 1996 (Heisei 8)
In October 1996, the Ministry of Posts and Telecommunications. International Letter Writing Week stamps have been issued. International Penpal Week is an international week that contributes to world peace through mutual understanding through corres- pondence. It is set every year for a week from October 9th, the date of formation of the Universal Postal Union (UPU). From this year's stamps, three sets of vertical two-shot continuous printing were issued. In the upper row, "Sumida no Suisha", "Gaifu Kaisei", and "Soshu Hakone Kosui" are designed from "Fugaku 36 Views" of Katsushika Hokusai, and in the lower row, all three types are Ogata Korin's "Four Seasons". "Flowers and Plants Small Folding Screen" is designed.
