第二次世界大戦終戦後の1946年 ,日本国政府が取りまとめ、2月8日に占領軍に提出された憲法改正要綱において、貴族院を参議院と改めると規定された。議員の選出は、選挙による選出と、勅選議員の二本立てとされた。これにより」、1947年に第1回参議院選挙が行われ、250議席が確定した。切手は、参議院50年を記念して発行され、「国会議事堂と参議院の印」がデザインされている。
50th Anniversary of the House of Councillors Issued on May 20, 1997 (Heisei 9)
In 1946, after the end of World War II, the Government of Japan compiled and submitted a constitutional amendment to the Occupation Forces on February 8, which stipulated that the House of Peers should be changed to the House of Councilors. The election of members was divided into two groups: election by election and election of members. As a result, the first House of Councilors election was held in 1947, and 250 seats were confirmed. The stamp is issued in commemoration of the 50th anniversary of the House of Councilors, and is designed with the "Mark of the Diet Building and the House of Councilors".
