In 1946, after the end of World War II, the Government of Japan compiled and submitted a constitutional amendment to the Occupation Forces on February 8, which stipulated that the House of Peers should be changed to the House of Councilors. The election of members was divided into two groups: election by election and election of members. As a result, the first House of Councilors election was held in 1947, and 250 seats were confirmed. The stamp is issued in commemoration of the 50th anniversary of the House of Councilors, and is designed with the "Mark of the Diet Building and the House of Councilors".
