郵政省は1995年6月にグリーティング切手を初めて発行して以来、多種多様なグリーティング切手を発行し続けている。目的は、さまざまな機会で郵便による挨拶に利用できるシンプルなデザインの切手の発行により、通常切手では表現できないキャラクター性や季節の多彩な表現など、多様なデザインを創出して郵便の利用促進である。1999年のグリーティング切手は、変形のデザインシール一体型の小型シートで、デザインは、「小動物と花」5種である。

The Ministry of Posts and Telecommunications has been issuing a wide variety of greeting stamps since it first issued greeting stamps in June 1995. The purpose is to promote the use of mail by creating various designs such as character characteristics and various seasonal expressions that cannot be expressed by ordinary stamps by issuing stamps with a simple design that can be used for greetings by mail on various occasions. The 1999 greeting stamp is a small sheet with a modified design sticker, and the design is 5 kinds of "small animals and flowers".
