Centenary of the Patent Attorney System in Japan Issued on July 1, 1999 (Heisei 11)
A patent attorney is a nationally qualified person or an internationally qualified person (in the case of a European patent attorney, etc.) for carrying out work related to intellectual property rights, etc. The patent attorney system begins with the "Patent Agent Registration Regulations" that came into effect in 1899 (Meiji 32). The "Patent Law, Article 16, Paragraph 1", which came into effect in 1909 (Meiji 42), stipulates that procedures to the Patent Office can only be performed by patent attorneys. In 1921 (Taisho 10), the Patent Attorneys Act was issued, and "patent attorneys" became "patent attorneys." Stamps are issued to commemorate the 100th anniversary of the patent attorney system, and are designed with "human-powered vehicles."
