更生保護制度施行50周年 1999 (平成11年) 7月1日発行
1949年 (昭和24) 、犯罪者等の更生保護に関して「犯罪者予防更生法」が制定され、国家制度としても更生保護が成立した。翌年には更生緊急保護法，保護司法が制定され，更生保護会と保護司の民間における更生保護の実施機関の整備がなされ，19 54年に刑法の一部改正，執行猶予者保護観察法の制定により、成人，少年，仮釈放者，執行猶予者等が保護観察対象となり、現在に至っている。切手は、構成ほぼ制度施行50年を記念して発行され。「サクラソウ」がデザインされている。

In 1949 (Showa 24), the "Criminal Prevention and Rehabilitation Law" was enacted regarding the protection of rehabilitation of criminals, and rehabilitation protection was established as a national system.
