郵政省はミレニアムを迎える1999年から2000年にかけて、「20世紀シリーズ」17集を発行した。20世紀の人類の科学の発展は著しかった。飛行機、ロケットの開発により、人類の行動可能な範囲は、空へ深海へ宇宙へと拡大した。科学の発展は産業の発展をもたらし、人々の生活を豊かにした反面、環境問題等を発生させた。保有核兵器は人類を滅亡させる規模となった。また、世界人口は、20世紀末には約60億人にまで膨れ上がった。切手は、20世紀の出来事を社会、経済、文化面で顧みるために発行された。
