第54回国民体育大会は、1999年9月、熊本県熊本市で開催された。冬季大会は長野県長野市・北海道小樽市で開催された。冬季大会スケート・アイスホッケー競技会は「ながの国体」、スキー競技会は「みなと・おたる国体」、夏季・秋季大会は「くまもと未来国体」として開催された。切手は、この大会を記念して発行され、「ゴルフ選手とリンドウ」がデザインされている。
54th National Athletic Meet Issued on September 10, 1999 (Heisei 11)
The 54th National Athletic Meet was held in September 1999 in Kumamoto City, Kumamoto Prefecture. The Winter Games were held in Nagano City, Nagano Prefecture and Otaru City, Hokkaido. The Winter Games skating and ice hockey competitions were held as "Naga no Kokutai", the ski competitions were held as "Minato Otaru Kokutai", and the summer and autumn competitions were held as "Kumamoto Mirai Kokutai". Stamps are issued in commemoration of this tournament and are designed with "Golfers and Gentians".
