2001年は「ボランティア国際年」である。1997年に日本の小渕前総理が外務大臣時に、第52回国連総会で、2001年を「ボランティア国際年」とすることを提唱し、122か国の賛同を受けて決議されたものである。ボランティア活動を広げていくため、世界各国で運動が展開されたほか、日本でも様々な官民挙げての取組が行われた。切手は、これを記念して発行され、「ヘリオトロープとこのシンボルマーク」がデザインされている。
International Year of Volunteers Issued on January 17, 2001 (Heisei 13)
2001 is the "International Year of Volunteers". In 1997, when former Prime Minister of Japan Obuchi was Minister of Foreign Affairs, he proposed at the 52nd UN General Assembly that 2001 should be the "International Year of Volunteer" and was resolved with the support of 122 countries. In order to expand volunteer activities, movements have been carried out all over the world, and various public and private efforts have been made in Japan as well. The stamp was issued in commemoration of this, and "heliotrope and this symbol mark" is designed.
