The National Regional Safety Movement aims to encourage residents across the country to engage in voluntary safety activities under the supervision of the national and local governments and the police. The number of criminal offenses recognized has been declining since 2003, but crimes involving children and women are endless, and the damage caused by special fraud aimed at the elderly continues to be serious. In order to prevent such crimes and protect the safety and security of the local community, residents are voluntarily engaged in various community safety activities all over the country. Stamps are issued to promote this activity and are designed with "Anshin no Machiji".
