法律扶助制度50周年 2002 (平成14年) 1月 24日発行
民事法律扶助とは、経済的理由等によって資力が乏しい者が、民事事件で法的トラブルにあった場合に弁護士などの法律専門家を依頼する費用を支払うことができない者に対して、その費用を国などの公的機関が給付したり立て替えたりする制度のこと。日本においては、総合法律支援法に基づき日本司法支援センター (通称：法テラス) が業務を行っている。切手は、この制度創立50年を記念して発行され、「扶助を表す手」がデザインされている。

Civil legal aid is the cost to a person who has poor financial resources and cannot pay the cost of requesting a legal expert such as a lawyer in case of legal trouble in a civil case. Is a system in which public institutions such as the national government provide or reimburse. In Japan, the Japan Legal Support Center (commonly known as Houterasu) operates based on the Comprehensive Legal Support Law. Stamps are issued in commemoration of the 50th anniversary of the establishment of this system, and designed with "hands representing assistance".
