The Ministry of Posts and Telecommunications has been issuing a wide variety of greeting stamps since it first issued greeting stamps in June 1995. The purpose is to promote the use of mail by creating various designs such as character characteristics and various seasonal expressions that cannot be expressed by ordinary stamps by issuing stamps with a simple design that can be used for greetings by mail on various occasions. Two kinds of greeting stamps were issued in 2003, and they are small sheets with integrated design stickers. "Heart, congratulations, it's cold, how about the cake, Kotobuki" is designed.
