第11回世界ろう者会議寄付金付 1991年（平成3年）7月5日 発行 世界ろう連盟(World Federation of the Deaf)は、聾者の権利を守る目的で1951年にローマで設立された世界聾者運動団体であり、非政府組織である。4年毎に世界ろう者会議(World Congress of the Deaf)が開かれる。現在、約120カ国加盟しており、国連の諮問機関としての役割をもつ。切手は、1991年7月に東京で開催された第11回会議を記念して発行され、「世界をつなぐ」がデザインされている。

The World Federation of the Deaf is a non-governmental organization founded in Rome in 1951 to protect the rights of the deaf. The World Congress of the Deaf is held every four years. Currently, it is a member of about 120 countries and serves as an advisory body to the United Nations. The stamp was issued in commemoration of the 11th conference held in Tokyo in July 1991, and is designed to "connect the world".
