High-priced stamps Issued on 1899 (Meiji 32)-1907 (Meiji 40) In 1908 (Meiji 41), a high-priced stamp was issued. The purpose is to meet the demand for payment of large-scale communication charges such as telegraph installation charges and telephone charges. In fact, there is an example of mail used for parcels addressed to foreign countries. Both of these stamps were initially printed on blank paper, but later became with kegami *paper. The original version of this stamp was burnt down in the Great Kanto Earthquake of 1912, so the high-priced stamp issued later is a new design. The stamp has "Empress Jingu" drawn on it.

*'Kegami' is a paper that is made by putting straw or cotton fiber into the backing paper.
