In 1873 (Meiji 6), the Ministry of Finance inserted a "Syllabics" on the surface of stamps for the purpose of managing the number of stamps distributed all over the country. when printing using Western paper at this time, there were two types that used the original plate without the original Syllabics. This is called " Western paper non- Syllabics", and all are issued in a very short period of time and in a small number, and are classified as "transitional cherry blossom stamps".
