1978年用年賀切手は、1977年 (昭和51) 12月1日に発行された。この年も、寄付金無し年賀はがき20円 (21.5億枚) と、額面20円+寄付金1円はがき (5億枚) が発行された。年賀切手は、5千万枚 (53分の一) が発行された。デザインは伏見人形の「飾り馬」であり、年賀はがき懸賞として「小型シート」が配賦された。

The 1978 New Year stamp was issued on December 1, 1977 (Showa 51). In this year as well, 20 yen (2.15 billion) New Year's postcards without donations and 20 yen face value + 1 yen donation postcards (500 million) were issued. 50 million (1 / 53th against postcards) New Year stamps were issued. The design is the "decorative horse" of the Fushimi doll, and a "small sheet" was distributed as a New Year's postcard sweepstakes.
