郵政省と地方郵政局は、1991年 (平成3) 6月、「ふるさと切手」を発行した。デザインは、高知県の「坂本龍馬とクジラ」 (500万枚) である。同時に切手帳ペーンが発行された。
Furusato Stamps Issued on 6 26, ～ 7 1, 1991 (Heisei 3)
The Ministry of Posts and Telecommunications and the Local Post Office issued "Furusato Stamps" in June 1991 (Heisei 3). The design is "Ryoma Sakamoto and Whale" (5 million pieces) from Kochi Prefecture. At the same time, a stamp booklet pane was issued.
