郵政省と地方郵政局は、1991年 (平成3) 10月、「ふるさと切手」を発行した。デザインは、群馬県の「ウサギとカメ」 (800万枚) である。同時に切手帳ペーンが発行された。
Furusato Stamps Issued on 10 23, 1991 (Heisei 3)
The Ministry of Posts and Telecommunications and the Local Post Office issued "Furusato Stamps" in October 1991 (Heisei 3). The design is "Rabbit and Turtle" (8 million pieces) from Gunma prefecture. At the same time, a stamp booklet pane was issued.
