新簡易生命保険制度発足 1991年（平成3年）4月 1日発行 簡易保険は郵政省簡易保険局（現在はかんぽ生命）が管轄し、生命保険を国民に簡易で安く提供し、国民経済生活安定を図る保険である。1991年に新簡易保険制度が発足し、終身保険・夫婦年金保険の創設などの改正が行われた。切手は、新制度発足を記念して発行され、花束がデザインされている。

Simple insurance is under the jurisdiction of Simple Insurance Bureau of the Ministry of Posts and Telecommunications. It is an insurance that provides life insurance to the people easily and cheaply and stabilizes the economic life of the people. In 1991, a new simple insurance system was established, and revisions such as the establishment of whole life insurance and marital annuity insurance were made. Stamps are issued to commemorate the establishment of the new system, and a bouquet is designed.
