Manchurian stamps, Savings stamps Issued on March 1, 1941 (Showa 16) A savings stamp was issued on March 1, 1941 (Showa 16). In July 1937, the Sino- Japanese War broke out, and Manchukuo was involved in the wartime regime because it was Japan's puppet government. Saving stamps (postal savings) were encouraged in Japan to secure war spending. Manchuria was also issued a savings stamp for the same reason.
