International Literacy Year Issued on September 7, 1990 (Heisei 2) International Literacy Day is one of the international days. Officially declared in November 1965 by UNESCO on September 8th each year. In the world, 767 million people are unreadable. Two-thirds of them are women. 75 million children are out of school or have dropped out. UNESCO promotes people's awareness of the value of words and activities to promote a literacy society.
The stamp was issued in commemoration of International Literacy Day in 1990, and depicts Rosetta Stone and the Japanese Chinese character "ji".
