The battlefield was leaning toward an overwhelmingly disadvantageous situation for Japan. Manchuria was also focusing on increasing production of food and munitions to support Japan's logistical support. On the occasion of the second anniversary of the war, Manchuria has set up a movement to encourage production increase as a national policy. Stamps are issued for the promotion and are designed by steel mill workers.
