In October 1944 (Showa 19), Japan lost three aircraft carriers and 400 fighters in the Battle of the Philippine Sea during the Pacific War, and lost the command of the sea and air superiority in the western Pacific Ocean. Furthermore, the Saipan and Guam garrison smashed, and the power gradually declined in mainland China. During this period, the Manchurian government advocated the unity of Japan and Manchuria as propaganda in order to curb the expansion of anti-Japanese forces. The stamps were issued in Japanese and Manchu, respectively, at two face values for the purpose of promotion, and it was written "Japan's prosper is Manchurian prosper".
