The history of social welfare in Japan goes back to relief facilities such as "Saidain" built by Prince Shotoku. A unified decree similar to the English Poor Laws in Japan was the 1874 "Relief Regulations". In 1929, the Relief Act and the Public Assistance Act were enacted after the war, the legislation for the right to life was promoted. The stamp was issued in commemoration of the 23rd International Social Welfare Conference held in Tokyo in August 1986, and is designed with the "Meeting Mark and Man and Woman".
