国際図書館連盟（IFLA）は、1927年にスコットランドで設立され、15の欧米諸国が加盟した。1930年代になると欧米のほかにインド、日本なども加盟するようになり、現在は160カ国・1600団体が加盟している。本部はオランダにある。IFLAは、世界図書館および情報会議を後援し、社会的、教育的、文化的アイデアを促進している。1986年の年次大会は東京で開催された。
切手はそれを記念して発行され、勝川春章画「風俗十二月図」がデザインされている。

The International Federation of Library Associations (IFLA) was founded in Scotland in 1927 and is a member of 15 Western countries. In the 1930s, in addition to Europe and the United States, India and Japan became members, and now 160 countries and 1600 organizations are members. The headquarters is in the Netherlands. IFLA sponsors the World Library and Information Conference and promotes social, educational and cultural ideas.The 1986 annual convention was held in Tokyo.
The stamp was issued in commemoration of that, and Katsukawa Shunsho's "December of Customs" was designed.
