The International Federation of Library Associations (IFLA) was founded in Scotland in 1927 and is a member of 15 Western countries. In the 1930s, in addition to Europe and the United States, India and Japan became members, and now 160 countries and 1600 organizations are members. The headquarters is in the Netherlands. IFLA sponsors the World Library and Information Conference and promotes social, educational and cultural ideas.The 1986 annual convention was held in Tokyo.
The stamp was issued in commemoration of that, and Katsukawa Shunsho's "December of Customs" was designed.
