Merchant ship education in Japan began with the opening of the "Public Merchant Ship School" in 1886. In 1957, after the war (former Mitsubishi Merchant Marine School was privatized), the National Merchant Marine University in Shimizu City, Shizuoka Prefecture, was revived as the Tokyo Merchant Marine University.
The stamp is issued to commemorate the 100th anniversary of Japanese merchant ship education, and is designed by "Nippon Maru and the two founders of education."
