Established in 1965, Japan Overseas Cooperation Volunteers is an overseas volunteer dispatch system implemented by the Japan International Cooperation Agency (JICA) under the jurisdiction of the Ministry of Foreign Affairs as part of Official Development Assistance (ODA) provided by the Government of Japan.
The stamp was issued to commemorate the 20th anniversary of its founding, and is designed as an "active Japan Overseas Cooperation Volunteer".
