青年海外協力隊創設20年 1985年（昭和60年） 10月 9日発行 1965年に創設された青年海外協力隊（Japan Overseas Cooperation Volunteers, JOCV）とは、日本国政府が行う政府開発援助 (ODA) の一環として、外務省所管の国際協力機構 (JICA) が実施する海外ボランティア派遣制度である。切手はその創設20年を記念して発行され、「活動する海外青年協力隊員」がデザインされている。

Established in 1965, Japan Overseas Cooperation Volunteers is an overseas volunteer dispatch system implemented by the Japan International Cooperation Agency (JICA) under the jurisdiction of the Ministry of Foreign Affairs as part of Official Development Assistance (ODA) provided by the Government of Japan.
The stamp was issued to commemorate the 20th anniversary of its founding, and is designed as an "active Japan Overseas Cooperation Volunteer".
