Maejima Hisoka was born in 1835 in Niigata Prefecture (Echigo Province). He is a major founder of Japan's modern postal system and is called the "father of the postal service". He named the names "mail," "stamp," and "postcard," which are still used today, and is known for his portraits of 1-yen stamps. He was also deeply involved in the founding of Tokyo Senmon Gakko and Waseda University. The stamp was issued in commemoration of the 150th anniversary of Maejima Hisoka's birth, and was designed by Hiroshige III's "Ekikan Dormitory" and Maejima Hisoka.
