防災 1984年（昭和59年） 8月 23日発行 「防災の日」は1982年に閣議決定された「政府と自治体と国民が、台風、高潮、津波、地震等の災害に対処・準備する」防災啓発デーである。毎年、9月1日を中心として、防災思想の普及、防災訓練等が実施される。切手は、防災の認識と宣伝のため発行され、「炎と風」、「防災頭巾をかぶった母子」がデザインされている。
