世界コミュニケーション年 1983年（昭和58年） 10月 17日発行
国際連合は，1981年の第36回総会において，1983年を「世界コミュニケーション年：コミュニケーション・インフラストラクチャの発展」とすることを決議し， すべての国が積極的に，この事業に参加するよう要請した。
切手は、この決議を記念して発行され、「世界を結ぶ子供たち」と「人々の心を結ぶ観覧車」がデザインされている。
World Communication Year Issued on October 17, 1983 (Showa 58) At the 36th General Assembly in 1981, the United Nations resolved that 1983 would be the "Year of World Communication: Development of Communication Infrastructure" and urged all countries to actively participate in this project. Stamps are issued in commemoration of this resolution and are designed with "children connecting the world"and "ferris wheel connecting people's hearts" are designed.
