1983年10月、国際文通週間（International Letter Writing Week）切手が発行された。これは、文通による相互理解で世界平和に貢献する国際週間である。万国郵便連合（UPU）結成日である10月9日から1週間、毎年設定されている。
切手は、昨年から近代彫刻が採用され、鹿児島寿蔵作「地久」がデザインされている。
