国際郵便電信電話労働組合連盟世界大会記念 1981年（昭和56年） 9月 16日発行 NTT労組は、1969年に世界の電気通信・郵便分野の労働者で組織される国際産業別組織である「国際郵便電信電話労連（PTTI)」に加盟し、世界の情報通信労働者の地位向上に向けて、国際労働運動に参画してきた。切手は1981年9月に東京で開催された国際郵便電信電話労働組合連盟世界大会を記念して発行され、シンボルマークと宇宙がデザインされている。
