国際障害者年 1981年（昭和56年） 9月 1日 国際障害者年は、国際連合の指定した国際年の一つで、1981年に始まった。1971年「精神薄弱者の権利宣言」、1975年「障害者の権利宣言」を採択したことに基づき、障碍者の自立を実現する目的で、第31回総会決議で採択、決議がされた。切手は、それを記念して発行され、シンボルマークと青い鳥がデザインされている。

The International Year for Persons with Disabilities is one of the international years designated by the United Nations and began in 1981. Based on the adoption of the "Declaration of Rights for the Weak" in 1971 and the "Declaration of Rights for the Disabled" in 1975, it was adopted and resolved in the 31st General Assembly Resolution for the purpose of realizing the independence of the disabled.The stamp is issued in commemoration of it, and is designed with a symbol mark and a blue bird.
