The International Year for Persons with Disabilities is one of the international years designated by the United Nations and began in 1981. Based on the adoption of the "Declaration of Rights for the Weak" in 1971 and the "Declaration of Rights for the Disabled" in 1975, it was adopted and resolved in the 31st General Assembly Resolution for the purpose of realizing the independence of the disabled.The stamp is issued in commemoration of it, and is designed with a symbol mark and a blue bird.
