特殊教育100年 1979年（昭和54年） 2月 16日発行
特殊教育は、特殊な教育上の必要を抱えた生徒を対象として、個々の生徒の差異や必要を踏まえた方法により行なわれる教育実践である。理想的には、個々の生徒ごとに計画が立てられ、教師たちの教授手法や、装備や教材、アクセシビリティの確保された環境などが組織的に点検される。
切手は、この制度創設１００年を記念して発行され、「愛の手と子供」がデザインされている。
Education For the Handicapped

Special education is an educational practice that is conducted for students with special educational needs in a way that takes into account the differences and needs of individual students. Ideally, a plan is made for each individual student, and the teaching methods of teachers, equipment and teaching materials, and an accessible environment are systematically inspected.
Stamps are issued to commemorate the 100th anniversary of the establishment of this system, and are designed with "Hands of Love and Children".
