The National Printing Bureau was founded in July 1871 as a banknote boss of the Ministry of Finance (renamed as a banknote dormitory in August of the same year). The business at the time of its establishment was banknote policy such as issuance and exchange of banknotes, approval and training of national banks (private banks). At that time, the printing technology was immature in Japan, so the Meiji government commissioned Germany and the United States to manufacture modern banknotes. However, with the aim of domestic production of banknotes, domestic production of banknotes will be carried out in the banknote dormitory, and at the same time, printing and papermaking operations such as securities, postage stamp manufacturing, and letterpress printing will be carried out. The stamp was issued to commemorate the 100th anniversary of the government printing business, and was designed by Masakuni Hashimoto's "Ryutorazu" in a series of prints.
