国連犯罪防止刑事司法会議（通称コングレス）は、5年ごとに開催される犯罪防止・刑事司法分野における国際会議。国連薬物犯罪事務所（UNODC）が事務局を務める。
切手は日本で開催された第4回国際会議を記念して発行され、ひまわりと国連マークがデザインされている。

The United Nations Congress on Crime Prevention and Criminal Justice (commonly known as the Congress) is an international conference in the field of crime prevention and criminal justice that is held every five years. The United Nations Office on Drugs and Crime (UNODC) serves as the secretariat.The stamp was issued in commemoration of the 4th International Conference held in Japan, and designed with sunflowers and the United Nations mark.
