16th Universal Postal Union Congress Issued on October 1, 1969 (Showa 44) The 1st Universal Postal Conference was held in Bern, Switzerland in 1874 by German Stephan.Twenty-two countries participated in the conference, and a "postal treaty" was signed in October. To commemorate this day, the anniversary of the founding of the Universal Postal Union has been set. The treaty came into force in July 1875, and as a general rule, mail distributed between member countries has a flat rate. Japan joined in June 1877. The postal conference is held every five years. The 16th Grand Conference was held in Tokyo in October 1969.A stamp was issued to commemorate this, and the UPU symbol mark, pigeons, and three types of ukiyo-e prints of men and women reading letters were designed.
