第13回国際道路会議 1967年（昭和42年）11月5日発行
国際道路連盟（IRF：International Road Federation）は、安全で持続可能な道路と道路ネットワークの発展と維持を促進することを目的とした非政府・非営利団体である。日本道路協会は1954年にIRFに加入した。国際会議は4年ごとに開催されている。
切手は、第13回会議を記念して発行され、高速道路と会議マークがデザインされている。
13th World Road Congress Issued on November 5, 1967 (Showa 42) The International Road Federation (IRF) is a non-governmental and non-profit organization that aims to promote the development and maintenance of safe and sustainable roads and road networks. The Nippon Road Association joined the IRF in 1954. International conferences are held every four years. The stamp was issued in commemoration of the 13th International Road Conference held in Tokyo. The stamp is designed with a highway and a conference mark.
