In May 1948 (Showa 23), the Ministry of Communications issued it in commemoration of the 25th anniversary of the Horse Racing Law and the holding of Japan Derby.
This stamp sheet has a 32-sided structure of 4 vertical x 8 horizontal, but the stamp is 30 with two tabs in the shape of horse kanji inserted in the upper left and lower right.
