日本国憲法施行記念 1947年（昭和22年）5月3日発行
アメリカ占領下にあった日本政府は、新憲法にアメリカ側が提示した（1.天皇制存続（国家元首）2.戦争放棄 3.封建制度の廃止）を盛り込んだアメリカ側草案（マッカーサー3原則）を受入れた。これにより、1947年5月、日本国憲法が施行された。その記念として上記の切手が2種発行され、更に小型シートも発行された。
この小型シートには、憲法前文が日本語と英語で記載されている。
Adoption of New Constitution Issued on May 3, 1947 (Showa 22)
The Japanese government, which was under the occupation of the United States, accepted the draft of the United States (MacArthur 3 principles) that included the new constitution presented by the United States ((1) survival of the emperor system (head of state), (2) abandonment of war, and (3) abolition of the feudal system). As a result, the Constitution of Japan came into effect in May 1947. To commemorate this, two types of stamps were issued, and a small sheet was also issued.
The preamble to the Constitution is written in Japanese and English on the small sheet.
