In July 1895, the postal service of Joseon Dynasty was restarted shortly after the Sino-Japanese War. Then, in 1904 (Meiji 37), the Russo-Japanese War began. In February of the same year, Japan, which controlled almost all of the Korean Peninsula, signed a "Japan-Korea Agreement" with Joseon Dynasty. Then, in 1905 (Meiji 38), Japan was entrusted with the communications business (postal/telegraph) by Joseon Dynasty.
